How can an icon be forced to stay on, or active?

Tools: Persistent Note Tools

For example, if you will be entering more notes that are accented (Notes: Accent) than are not accented, use Persistent Note Tools (Tools menu) to keep the Accent icon on. To do this, click the Persistent Note Tools icon.
